تحلیل تاریخی دستاوردها و ناکامی‌های دولت حامد کرزی (2001-2014م)

چکیده
پژوهش حاضر درصدد تبیین عوامل مؤثر در تحقق دستاوردها و ناکامی‌های دولت حامد کرزی است. بنا بر شواهد تاریخی، دولت کرزی در ارائه خدمات اساسی از قبیل امنیت، عدالت و رفاه به‌صورت نسبی موفق بود. بااین‌وجود، حتی با حمایت جامعه بین‌المللی و کمک‌های ایالات‌متحده امریکا نتوانست، حکومت‌داری موردقبول شهروندان این کشور و کشورهای کمک‌کننده را به وجود آورد. بنابراین، پرداختن به این مسئله در فهم شرایط دولت‌داری در افغانستان از اهمیت اساسی برخوردار است. پرسش اصلی تحقیق این است که چه عواملی در تحقق دستاوردها و ناکامی‌های دولت کرزی نقش داشته است؟ این پژوهش با روش توصیفی-تحلیلی و با مرور نظام‌مند کلیۀ اسناد و مدارک در دسترس انجام شده است. یافته‌های پژوهش حاضر نشان می‌دهد که حکومت سیزده‌ساله حامد کرزی، با کمک جامعه جهانی توانست تغییرات نسبی در بخش‌های نظامی، آموزشی، حقوق بشری، دموکراسی، آزادی بیان، حقوق زنان و بازسازی و نوسازی زیربناها، دستاوردهایی داشته باشد، اما فقدان یک سیاست روشن و ضعف اندیشه وحدت ملی، دخالت کشورهای منطقه، عدم مدیریت کمک‌های خارجی، عدم مبارزه با فساد اداری از موانع و ناکامی‌های اصلی در مسیر پیشرفت‌های دولت او بود. نتیجه‌گیری کلی پژوهش حاکی از این است که دولت‌داری در افغانستان با مجموعه‌ای از عوامل و شرایط داخلی و خارجی مرتبط بوده و موفقیت در این راستا نیازمند نگاه همه‌جانبه به کلیۀ متغیرها و زمینه‌های داخلی و بیرونی است.

چکیده English

The present study aims to explain the factors contributing to the achievements and failures of Hamid Karzai's government. According to historical evidence, the Karzai administration was relatively successful in delivering basic services such as security, justice, and welfare. However, despite the support of the international community and assistance from the United States, it failed to establish a system of governance acceptable to the citizens of Afghanistan and the donor countries. Therefore, addressing this issue is crucial for understanding the conditions of governance in Afghanistan. Accordingly, the main research question is: What factors contributed to the achievements and failures of the Karzai government? This study employs a descriptive-analytical method and is based on a systematic review of all available documents and sources. The findings indicate that, during its thirteen-year rule and with the support of the international community, the Karzai government achieved relative progress in the areas of military development, education, human rights, democracy, freedom of expression, women's rights, and infrastructure reconstruction and modernization. However, the lack of a clear policy, weak national unity discourse, interference of regional countries, mismanagement of foreign aid, and the failure to combat administrative corruption were among the main obstacles and reasons for the government’s shortcomings. The overall conclusion of this study suggests that governance in Afghanistan is influenced by a complex set of internal and external factors, and success in this area requires a comprehensive approach that considers all variables and conditions, both domestic and international.
