شناسایی عوامل مؤثر در بروز تعارض منافع کنشگران در فرآیند کاربری اراضی شهری حوزۀ مرکزی کلان‌شهر مشهد

چکیده
حضور بازیگران متعدد در عرصۀ برنامه‌ریزی شهری و منافع متفاوت آن­‌ها و عدم اهتمام کافی متصدیان امر برنامه‌ریزی نسبت به برنامه‌ریزی بهینه کاربری اراضی، به‌صورت بالقوه توانایی ایجاد تعارض میان کنشگران را در پی دارد. هدف از انجام پژوهش حاضر، شناسایی و تحلیل عوامل مؤثر بر بروز تعارضات در فرآیند برنامه‌ریزی کاربری اراضی شهری است. پژوهش حاضر از نوع ترکیبی بوده و در زمره تحقیقات متوالی-اکتشافی قرار دارد. از این‌رو، داده‌های کیفی و سپس کمی گردآوری و درنهایت هر دو تحلیل می­‌گردد. در بخش اول از روش فراترکیب (کیفی) جهت ارائه مدل مفهومی مدیریت تعارض منافع کنشگران و در بخش دوم از روش پیمایشی (کمی) جهت کشف چگونگی ارتباط مؤلفه‌ها بر بروز تعارضات استفاده شده است. مؤلفه‌های کلیدی مدل مفهومی عبارت‌اند از تعارض اقتصادی، تعارض منافع عمومی و خصوصی، تعارض ارزشی، مشارکت‌گریزی، تعارض رویه‌ای و تعارض سازمانی که معادلات رگرسیونی حاکی از تأثیر 24.7%، 21.1%، 19%، 17.6% و 14.7% مؤلفه‌های مذکور بر بروز تعارض است. جهت عملیاتی‌سازی مدل مفهومی و کشف روابط علی-معلولی، از پرسشنامه محقق ساخت منطبق بر یافته‌­های گام اول استفاده شد. جامعه آماری، مدیران و تصمیم‌گیران در امور مسائل شهری و ساکنین شهر مشهد هستند. جهت برآورد حجم نمونه از فرمول کوکران با در نظر گرفتن 0/05 خطا استفاده گردید که 383 نفر به‌عنوان حجم نمونه تعیین گردید. نتایج حاکی از پشتیبانی تمام مؤلفه‌ها و تعیین مؤلفه تعارض اقتصادی به‌عنوان مؤثرترین عامل بر بروز تعارضات در فرآیند برنامه‌ریزی کاربری اراضی است.

چکیده English

The presence of multiple actors in the field of urban planning and their different interests, along with the lack of sufficient attention from planning authorities to optimal land use planning, potentially leads to conflicts among stakeholders. The aim of the present research is to identify and analyze the factors influencing the emergence of conflicts in the process of urban land use planning. The present study is a combination type and falls into the category of sequential-exploratory research. Therefore, qualitative and then quantitative data are collected and ultimately both are analyzed. In the first part, the meta-synthesis method (qualitative) is used to present a conceptual model of managing conflicting interests of stakeholders, and in the second part, the survey method (quantitative) is used to explore the relationships between components in the emergence of conflicts. The key components of the conceptual model include economic conflict, public and private interest conflicts, value conflicts, participation reluctance, procedural conflict, and organizational conflict, with regression equations indicating the impact of 24.7%, 21.1%, 19%, 17.6%, and 14.7% of these components on the emergence of conflicts. To operationalize the conceptual model and explore causal relationships, a researcher-made questionnaire aligned with the findings of the first step was used. The statistical population includes managers and decision-makers in urban affairs and residents of Mashhad city. The sample size was estimated using the Cochran formula, considering a 0.05 error rate, resulting in 383 individuals as the sample size. The results indicate support for all components, with the economic conflict component identified as the most influential factor in the emergence of conflicts in the urban land use planning process.
