Afghanistan is a country located to the east of Iran that has experienced varying patterns of relations with Iran across different historical periods. Geographical proximity and historical ties between the two countries have enabled Iran to play an important role in Afghan society. Accordingly, Iran and Afghanistan have maintained diverse political, economic, and security relations and interactions throughout different periods. Hydropolitical disputes, drug trafficking, illegal migration, the presence of ISIS-Khorasan, and economic and cultural cooperation have been among the most important issues shaping relations between the two countries during the period under study. In this regard, the main research question is: How have geopolitical developments affected Iran’s relations with Afghanistan? To address this question, the study proposes the following hypothesis: Despite the civilizational and cultural proximity and economic cooperation between Tehran and Kabul, the zero-sum nature of the geopolitical developments in Southwest Asia, particularly following the Taliban’s return to power in 2021, has contributed to increasing tensions between Iran and Afghanistan. Threats such as the refugee crisis, drug trafficking, the presence of ISIS-Khorasan, and the issue of sharing the Helmand River’s water resources, or broader hydropolitical disputes, have contributed to the escalation of tensions between the two countries. This study adopts a descriptive-analytical approach and uses trend analysis and case studies as qualitative research methods. Data were collected from documentary and library sources, as well as reliable websites.
