The objective of this study is to conduct a historical analysis of the socio-cultural barriers to modernization in Afghanistan. This research follows a descriptive-analytical approach and employs historical study methods. Data have been collected from library sources, historical documents, and case studies across three major periods of modernization reforms. The findings indicate that during the era of Amanullah Khan, factors such as an emphasis on ethnic nationalism, superficial imitation of Western modernity, neglect of traditional tribal authority, and strong opposition from religious scholars contributed to the failure of reforms. In the era of Zahir Shah, despite the gradual advancement of reforms, obstacles such as tribal structures, economic poverty, low literacy rates, and foreign interventions hindered the institutionalization of changes. In the recent republic period (2001–2021), key barriers to sustainable modernization included government corruption, foreign influence, and ethnic inequality in power structures, public distrust in elections and democratic institutions, and the persistence of traditional social structures. The research concludes that modernization in Afghanistan has failed due to the neglect of social, economic, and cultural contexts, as well as the lack of sustainable public support. The rapid pace of reforms without adequate societal preparation, a top-down approach, and the absence of independent and stable institutions have been the primary factors contributing to the failure of this process across different periods. Successful reforms require the localization of modernization policies, genuine public participation, reduced dependence on foreign forces, and the strengthening of domestic institutions.
