Abstract
The rapid growth of urbanization has intensified the deterioration and inefficiency of urban fabrics and neighborhoods, leading to the emergence of complexities and uncertainties within urban systems. "Urban regeneration" has become an undeniable approach to intervention in these fabrics in the 21st century, and urban laws and regulations have defined the means of exerting power for change and regeneration. Given the existence of widespread issues such as high population density, saturation and weakness of physical-functional infrastructure, social anomalies and harms, income and cultural gaps, environmental pollution, and overall decline in the quality of life in the Ansar and Arvand neighborhoods of Mashhad metropolis, this research reviews urban regeneration laws and regulations aimed at solving the issues in these neighborhoods through a qualitative content analysis approach. In the first step, the thematic analysis of field studies to understand the current situation and the SWOT tables obtained from it was purposefully examined. After final screening, 18 sub-categories (the most important issue networks) were coded under six intermediate categories derived from the axes of the Sixth Economic, Social, and Cultural Development Plan of the Islamic Republic of Iran concerning the main category of "urban regeneration." In the second step, the content of the most widely used laws and regulations applicable to the Urban Regeneration Organization of Iran was identified, coded, and analyzed, extracting key and strategic themes under each one. Finally, in the third step, a matrix was formed from the integration of the first and second steps to examine the impact of each key and strategic theme in addressing the issue networks of the neighborhoods. The most important and influential laws and regulations in addressing the issues in the Ansar and Arvand neighborhoods are as follows: "National Strategic Document for Revitalization, Rehabilitation, Renovation, and Empowerment of Dilapidated and Inefficient Urban Fabrics," "Sixth Economic, Social, and Cultural Development Plan of the Islamic Republic of Iran," "Executive Regulations for National Sustainable Urban Regeneration Program," and "Law on Organizing and Supporting Housing Production and Supply."
