Examining the level of adherence to election slogans in the actions of local city officials; An example of the suitability of the activities of the fifth term of the Mashhad Islamic Council with the election slogan "Mashhad, Smart City"

Abstract
The study tries to examine the suitability of the activities of the fifth term of the Mashhad Islamic Council with the election slogan "Mashad, a smart city". A descriptive-analytical study based on quantitative and qualitative methods , In the first step, by referring to Mashhad City Council's database archive, all the actions of the Fifth Council during 4 years, including 604 resolutions, were stored in the statistical information database of Excel software. In the following, by rereading all the measures, activities related to smartness were identified and categorized based on the six dimensions of the smart city. The findings showed that a total of 16.2% of the actions of the council were related to the smart city, of which only 30.6% of the decisions were specific to the fifth period and the rest were the continuation of the activities of the previous periods. In the coding process, by identifying 98 open codes, 51 central codes and 16 selective codes, it was determined that the most attention was paid to smart life and the least to smart economy. Data analysis according to the dimensions of the smart city shows the lack of comprehensive guidelines to guide actions, lack of inclusion, non-compliance with the scientific foundations of the smart city, lack of attention to issues such as population redistribution, safe access to virtual space and public services, optimal energy consumption and The economy knowledge-based.
